Its been a bit delayed but it should be out by the end of this month.

Will there be a new installer to download (where will it be downloaded from if so?) or will the "tahiti config tool" update function work?

It will be a new download. Its currently under testing and will be released to Simmarket in a few days. They will send all customers an email when its ready.
